The source is the IRS Form 990 Series e-file dataset, the machine readable copy of every electronically filed return that the IRS publishes at irs.gov/charities-non-profits/form-990-series-downloads. Private foundations file Form 990-PF, and Part XV of that form lists every grant the foundation paid during the year: recipient, city, state, purpose and amount. We parsed that section for every 990-PF in the dataset and built the grant history each row below is drawn from. Organisation names, cities and NTEE codes are joined from the IRS Exempt Organizations Business Master File. No commercial database was used and no field was inferred by a language model.

Working universe for this report: 35,529 foundations with itemised grant schedules, covering 688,921 individual grants. 1,139 foundations cleared the geography and cause filters for your brief; the 25 highest scoring are shown.

How each foundation was scored

Access penalty-18 / -4Part XV of Form 990-PF has a box for foundations that only fund preselected organisations. Roughly three quarters of the filers in this dataset tick it, so it is scored against what the same filing does next: minus 18 where the box is ticked and no application procedure is given, minus 4 where the box is ticked but the filing goes on to say how to apply, nothing where the box is clear.

What was deliberately left out

Filers who report their grant schedule as a paper attachment rather than as structured data write placeholder rows such as "see attached statement". Those rows carry no evidence, so they are discarded and the foundation is only included if enough real rows remain. Foundations with fewer than three itemised grants are excluded because a median grant size computed from one or two numbers is not meaningful. Contact names, addresses and application instructions are reproduced exactly as filed and are not corrected, supplemented or looked up elsewhere.

For 98.7% of the foundations in the working universe the total the filing states it paid in grants equals the sum of the grants it lists, which is the check that the schedule was read in full. Where the two disagree the entry carries a partial grant list warning, because those filers describe some of their giving in aggregate rather than line by line.

How to approach these funders

Start with the filing, not the pitch.

Every funder in this report has already told the IRS who it paid last year and how much. Before you write anything, open the source filing linked on the row and read its grant list. If you can name two grantees whose work sits next to yours, you have the opening line of your letter and you have evidence that the foundation is a real fit rather than a name on a list. If nothing on the list looks like you, move on. That judgement takes two minutes per funder and it is the single most useful thing you can do with these 25 rows.

Ask inside the band the filing shows.

The typical grant range on each row is the 25th to 75th percentile of what that foundation actually paid, not a published guideline. Small foundations rarely make an exception for a first-time applicant, so an ask above the band is usually the reason a request gets declined. If your project needs more than the band allows, ask for a phase of it, or ask two funders for complementary pieces. Where a row shows a count of grants inside your stated ask range, that count is the strongest single number on the page.

Expect contact, not a portal.

Most private foundations of this size have no website and no application form. The application method column carries whatever the foundation wrote on its own return, which is often a name, an address and a sentence. Where a row says the foundation only funds preselected organisations, a cold letter will not work and an introduction through a shared board member or a current grantee is the only realistic route. Where the filing is silent, a one page letter of inquiry to the address on the return, addressed to the officer named in it, is the normal first step. Give it six to eight weeks before you follow up.
